OSC lists CADC Reserve Trust undertaking and exemptive relief

The Ontario Securities Commission (OSC), which regulates crypto trading platforms, lists CADC Reserve Trust with an undertaking and exemptive relief, both dated October 22, 2026. Stablecoins are crypto assets whose value is tied to another asset; fiat-backed ones are tied to a government currency.

Registered platforms may let clients buy or deposit only stablecoins whose issuers have filed an undertaking with the Canadian Securities Administrators (CSA); today, those are USDC and QCAD.

The federal Stablecoin Act received royal assent in March 2026 but is not yet in force. It will regulate issuance of fiat-backed stablecoins by non-financial institutions, and the Department of Finance expects it in force in 2027. Securities regulators will keep regulating trading.

Grant Vingoe, the OSC’s chief executive, said the goal is to avoid duplicative regulation; how is not yet clear.
